In 1991 Jan Werts published his doctorate The European Council (Elsevier Science). Twenty years later, Jan Werts as an experienced EU correspondent, outlined in The European Council (John Harper Publishing, London) how these deliberations began as an informal Summit and became the main policy-making Institution of the EU. The book describes the operation of the European Council and its function via-a-vis the European Commission, the Council of Ministers and the European Parliament. Finally, ample attention is given to the significant appreciation of the European Council as a result of the recent Treaty of Lisbon.
